<description><![CDATA[Recent reports show that search engines like Google, Yahoo and Bing are finding new ways to bring about more accurate results by integrating a software providing results based on the verbs in queries. This ideology goes all the way back to when Bill Gates predicted that the future of search will be verbs, at a private dinner which was considered one of the smartest things that he ever said according to Esther Dyson.     Dyson provides her theory about his prediction by saying, &ldquo;To me, the meaning was clear: when people search, they aren&#39;t just looking for nouns or information; they are looking for action. <title>Arab mobile tariffs 80% higher than OECD</title>
<description><![CDATA[Following a study of telecommunication services, Bahrain&#39;s Telecommunications Regulatory Authority (TRA) has revealed that the average mobile tariffs in Arab countries are 80-100% higher than in Organisation of Economic Co-operation and Development (OECD) countries including Australia, Canada, UK and USA.    The findings became apparent after the TRA commissioned independent consulting firm Teligen to conduct the study on behalf of the Arab Regulators Network (AREGNET). Factors included were the costs for fixed voice, mobile, leased lines and broadband services within and between 22 Arab countries, alongside the 30 OECD countries.    The study stated: "Generally prices in Arab countries have gone down, most with Broadband services. But since prices have gone down in other parts of the world as well the gap between prices in Arab countries and prices in OECD / European countries remains."]]></description>

<description><![CDATA[Two Gulf states have confirmed bans on the Blackberry mobile phone, citing security concerns and denying censorship claims.&nbsp;The United Arab Emirates (UAE) has officially blocked sending e-mails, accessing the internet, and exchanging instant messages to other Blackberry handsets, while Saudi Arabia will prevent the use of the Blackberry-to-Blackberry instant messaging service.&nbsp;Blackberry handsets send the encrypted data outside both nations, which means that the respective governments cannot intercept and monitor the data via the handsets, raising security concerns. &nbsp;The UAE ban will reportedly start on the 11th of October, while the Saudi move will begin at some point in August.&nbsp;The Telecommunications Regulatory Authority (TRA) revealed that the ban has come into effect due to the failure of attempts (which date back to 2007) to support UAE telecoms regulations. &nbsp;"Blackberry data is immediately exported off-shore, where it is managed by a foreign, commercial organization. Blackberry data services are currently the only data services operating in the UAE where this is the case," the TRA said in a statement.&nbsp;"Today&#39;s decision is based on the fact that, in their current form, certain Blackberry services allow users to act without any legal accountability, causing judicial, social and national security concerns for the UAE."&nbsp;Mohamed Al Ghanim, director general, TRA, said: "The TRA notes that Blackberry appears to be compliant in similar regulatory environments of other countries, which makes non-compliance in the UAE both disappointing and of great concern." &nbsp;There are roughly half a million Blackberry users in the emirate. <description><![CDATA[Du has launched its highly anticipated Unlimited Video on Demand (UVoD) service, which allows customers to sift through a variety of TV content for AED75 a month.    The service expands on the company&#39;s existing VoD initiative which made its debut in 2009.     A free trial period affords customers unlimited access to movies, TV series, dramas, documentaries, music, lifestyle, children&rsquo;s shows and religious programming. <title>Troubled telecoms provider Qtel seeking buyout</title>
<description><![CDATA[Qtel, the Qatar-owned telecoms provider, will seek acquisitions in the Middle East and Asia despite mounting debt, the company&#39;s CEo confirmed.    Chief executive Nasser Marafih told the Financial Times that the company will continue to expand regardless of its financial troubles, as it is backed by the wealthy government and has a solid base in Qatar to do business.     Marafih stated: "We&#39;re still on the lookout for good acquisition opportunities. SScale is important and I think we will see more consolidation in the Middle East."    The company&#39;s debt-earnings ratio has declined since 2007, which makes the load "reasonable".     Qtel has already expanded into 17 countries in the Middle East, North Africa and Asia.]]></description>

<title>Hewlett Packard to &#039;aggressively&#039; combat counterfeiters in Middle East and beyond</title>
<description><![CDATA[Hewlett Packard has claimed that over 2.5 million counterfeit components have been seized in the Middle East, Africa and Europe since late 2008 and that they are continuing the fight.    The technology retailer is working with law enforcement authorities in the Middle East to identify and seize counterfeit products, terminate distribution channels and prosecute fraudsters.    HP released a statement that its "aggressive stance" will reduce the estimated 8% counterfeit rate in the nearly &euro;30 billion market for consumables in the EMEA region.    HP stated: "There was a time when counterfeit goods were mostly associated with luxury items such as jewellery and designer accessories. With the passage of time, counterfeiting has evolved from small-time crime involving third-rate knock-offs to a sophisticated global criminal network afflicting all industries and markets including printing supplies, which concerns HP and other legitimate producers of ink and toner."    The company said that customers and businesses are at risk of being sold illicit ink and toner that risks the quality of their work.     &nbsp;]]></description>

<title>UAE mobile phone customers can now opt out of SMS spam</title>
<description><![CDATA[A new policy is tackling unwanted spam SMS messages on mobile phones, under a new policy rolled out yesterday by the Telecommunications Regulatory Authority (TRA).&nbsp;The initiative aims to minimise spam from the peak hours of 7am to 9pm each day.&nbsp;Mobile users will also be given the choice to block their numbers from spam providers in the future.&nbsp;In an official statement, the TRA stated that the new measures will "minimise marketing messages [spam] sent to customers without their consent, with a current focus on the mobile SMS. The policy will be binding to both service providers (du and etisalat) with instructions to take appropriate measures to fight spam, and to give consumers the choice of receiving such messages or not."&nbsp;Mohammad Al Ganem, TRA Director General, stated: "after receiving many complaints from customers... the TRA decided to introduce this new policy to curb the annoyance such messages cause.&nbsp;"All consumers will receive messages from their service providers requesting their consent with regard to receiving marketing SMS. Clients will not receive commercial SMS unless they approve it. Approvals are stored and retained either on paper or electronically for later review as per the policy requirements." &nbsp;Etisalat went on to say that its mobile customers will be able to screen SMS messages. They can "simply send &lsquo;b etisalat&#39; via SMS to 1011 in order to unsubscribe from the promotional marketing messages from Etisalat."&nbsp;"We care for and understand what our customers require and are happy to make this new option available to them as we are now empowering them to decide what content they receive and from whom," said Khalifa Al Shamsi, etisalat&#39;s Senior Vice President of Marketing.&nbsp;Du customers who do not wish to receive promotions need to send a blank SMS to 5293, the provider stated..&nbsp;If promotions are accepted, an SMS to 7000 can be sent. Fareed Faraidooni, du&#39;s Chief Commercial Officer made the point clear: "[We offer] the possibility of opting in or out of receiving such information."]]></description>

<title>Internet phone service Skype launches Middle East headquarters</title>
<description><![CDATA[Skype has launched its new Middle East headquarters in Bahrain. Economic Development Board (EDB) chief executive Shaikh Mohammed bin Essa Al Khalifa claimed that the internet phone giant&rsquo;s move came at a time when Bahrain was being recognised as a global leader in offering highly-advanced telecom solutions.&nbsp;He said: "The telecom and information communication technology (ICT) infrastructure in Bahrain is very liberal and very advanced and the fact that a market leader like Skype has moved here testifies to that.&nbsp;"Bahrain&#39;s geographic position also provides unparalleled access to the Gulf region&#39;s trillion dollar market and that, too, has been a key reason for establishing a regional representative office here."&nbsp;Skype allows users to make free voice and video calls across the world via the internet. <title>Pakistan bans web sites on religious grounds</title>
<description><![CDATA[Pakistan has blocked 17 web sites considered blasphemous and offensive to Islam. &nbsp;According to a spokesman of the country&#39;s telecommunications regulator, the Pakistan Telecommunications Authority (PTA), has walled off the sites and is also closely monitoring seven other sites and search engines.&nbsp;The PTA issued related orders to its licensed operators after receiving a directive from the country&#39;s Ministry of Information Technology, Khurram A. Mehran, a spokesman for the PTA confirmed.&nbsp;Media reports from Pakistan stated that the sites in question were: Yahoo, Google, YouTube, Amazon, MSN, Hotmail and Bing.&nbsp;However, the issue of how this will be governed has not been clarified given that there is a massive amount of content within those sites to be monitored.&nbsp;In a separate case, Facebook was blocked by the Lahore court on May 19 after a lawyers&#39; organization filed a petition objecting to a page on the site. The page in question was called "Everybody Draw Mohammed Day!," which invited users to draw cartoons of Prophet Mohammed. Depictions of the Prophet are prohibited in some Muslim traditions.&nbsp;However, ruling on Facebook was reconsidered after the social networking company agreed to block only the offending pages being viewed in Pakistan.&nbsp; &nbsp;"Sacrilegious" content on video sharing site YouTube was also blocked on the day following the initial block of Facebook. This too was lifted, although the PTA continue to block content deemed offensive. &nbsp;Meanwhile, more than 450 other links on the Internet were also blocked in May as part of the order.]]></description>

<title>Arabic &#039;dot emarat&#039; web addresses to be available to all the end of 2010</title>
<description><![CDATA[A newly approved Arabic website domain (.emarat) will become available to all users in the UAE, officials have confirmed. The United Arab Emirate&#39;s Telecommunications Regulatory Authority (TRA) aims to have .emarat fully available by the end of 2010. The move marks the first time that an Arab country has been successfully approved by the Internet Corporation for Assigned Names and Numbers&#39; (ICANN). .emarat will be the official Arabic top level domain for the UAE, from June 2010 onwards and one of the first non-English top-level domain names in the Arab world. Mohammed Gheyath, executive director, Technology Development Affairs, TRA stated that its systems have now been updated so that the registration of .emarat is faultless.Gheyath confirmed that the transition would be split into four stages, with first phase of registration beginning by the end of June for government entities.The second phase begins on September 27 and is dedicated for trade marks, while the&nbsp; third phase will be open for "distinguished names" after November 14. The fourth and final phase welcomes all parties.The .emarat move is part of TRA&#39;s strategy to support and enhance Arabic content on the internet.TRA officials claim the scheme will both expand the number of Arabian internet users and enhance the Arabic identity of the UAE.]]></description>

<title>The World Wide Web to soon &#039;run out of addresses&#039;</title>
<description><![CDATA[Ipv4 - the first internet protocol to be widely deployed since the 1980s when the internet went public in the 1980s - is running out of web addresses. The shake-up in internet mirrors some of the Y2K &#39;Millennium Bug; panic that spread across the web and electrical devices on the run up to the year 2000. However, while ipv4 was created with space for billions of addresses, its potential successor ipv6 has trillions in storage capacity. Much of the blame for the rapid use of IP addresses falls onto mobile devices that connect to the internet - which includes everything from cameras and mobile phones to in-car SatNavs, all requiring their own address. Using the ipv4 model, IP addresses are made up of four numbers, each between zero and 255. This only allows for 4.29 billion unique IPs (255x255x255x255). Ipv6 extends this into the trillions. Much of the problem lies in getting organisations, businesses and products to move over to the new platform which has been tipped as costly and uncertain. Google and YouTube already support the move, but other big companies are reportedly hesitant. Rod Beckstrom, chief executive of ICANN, stated that less than 10% of ipv4 addresses remain. Warning that the switchover should come sooner rather than later, Beckstrom told Reuters: "We are running out. That move really needs to be made, we&#39;re seeing this scarce resource run down."He added: "It&#39;s a big management task and network operations task... but it&#39;s going to have to happen because we humans are inventing so many devices that use the Internet now."It is predicted that over 40 billion additional wireless devices will be connected to the internet within the next decade.]]></description>
